In July 2024, we received reports of 76 enforced disappearances and 31 killings in Balochistan. In addition to these incidents, there has been a series of protests against human rights violations in Balochistan, organized by the Baloch Yakjehti Committee (BYC), a movement primarily led by women. The BYC organized two major events: one was a protest in Quetta, held to help the family of Zaheer Ahmad raise awareness about his disappearance after the police arrested him at his home in Quetta. The second was a large gathering in Gwadar on July 28, which the provincial government and state institutions attempted to suppress through the use of excessive force. Enforced Disappearances:
Perpetrator
The data shows FC, paramilitary Frontier Corps as the most frequent perpetrator with 36 out of 76 cases, followed by CTD, police’s counter terrorism department with 22, and the Intelligence Agencies with 17 cases.
Mode of Abduction
House-Raid was the most common mode of abduction, accounting for 51 out of 76 cases, followed by detentions with 20 cases, while 5 persons were abducted on check-posts.
Areas of Abduction
Quetta has the highest numbers of cases, 25 out of 76, district Kech 11 cases, and Awaran 8 cases. Many people were abducted from Khuzdar, Mastung and Karachi, while one person was disappeared from district Hub.
Cases of enforced disappearance:
On 01 July, Saeed Abdul Nabi Miraji was detained by Pakistani forces in the Bazgir area of Khuzdar. Since then, no one heard of him. Residents report that officials from CTD raided his shop and whisked him away.
On 01 July, security forces raided a house in the Parpaki area of Mashkay, Awaran and picked up Dawood Ismail. His whereabouts are still unknown.
On 03 July, forces abducted and disappeared two brothers, Nasrullah Anwar and Saif Jan Anwar from the Mastung.
On 03 July, armed men of intelligence agencies picked up 16-year-old Hayat Sabzal from a car-wash in Turbat, Kech and disappeared him.
On 07 July, forces raided Tirtej village of district Awaran and picked up Aqil Bashir. He was later released after two days of tortures, on 09 July.
On 08 July, CTD accompanied by personnel of intelligence agencies conducted a raid on a house in the Meri Bug area of Turbat and disappeared Khalid Bijjar. Forces took away mobile phones of the family members as well.
On 08 July, security forces forcibly disappeared Adam Nasim and one more from Kontani area of Gwadar. Two days later, on 10 July, Imdad Hussain was taken by security forces from his shop in the Dor area of Gwadar.
On 09 July, forces disappeared Zameer Muhammad from the Machi Malar area of Awaran. He was later released after severe torture.
On 09 July, forces detained three individuals from Kalat, who are still missing. The disappeared persons are Abdul Rahim Kannar Khan Lehri, Samandar Khan Pasund Khan Lehri, and 13-year-old Bibagr Deen Muhammad Mengal.
On 09 July, forces picked up and disappeared 18-year-old Obaid Mir Jalal Khan from his house in Balicha, Kech. He was later released on next day, after severe torture.
On 11 July, army personnel conducted raids in Tota Colony and nearby areas, looting homes and forcibly disappearing four individuals from Sui town, Dera Bugti. The disappeared persons are Waheed Qadir Baksh Bugti, Naseebullah Turkali Bugti, Alman Khawand Baksh Bugti, and Adhya Deen Mohammad Bugti.
On 13 July, forces detained and disappeared Qadir Bakhsh Haji Rahim Dad resident of the Parom, Panjgur on a check-post in coastal city of Gwadar. He was later released after torture.
On 14 July, state-backed armed men abducted and disappeared Siraj Shafi Muhammad from Nodez Kech. His whereabouts remain unknown till the time of this report.
On July 14, security forces abducted and disappeared Liaqat Shahdad from Bazdad, Awaran. He was previously disappeared in 2021 and later released. His father, Dr. Shahdad was disappeared and killed in a fake encounter on on 19 August 2016.
On 14 July, security forces raided Kubdani village in Kharan district, searching homes and forcibly disappearing three individuals; Hafeezullah Fazal Mohammad Channal, Manzoor Ahmad Abbas, and Ziaullah Fazal Mohammad Channal. Manzoor and Ziaullah were later released but Hafeezullah remains missing.
On 16 July, Mukhtar Mengal was abducted by personnel of intelligence agencies when he was traveling to Kharan town on his bike. His bike was later discovered in an empty building.
On 17 July, Rehmatullah Baloch, a well-known activist involved in the recent protests against disappearance of Zaheer Baloch, was forcibly abducted in Quetta’s Kili Bangulzai. However, he was later released.
On 17 July, forces surrounded the Nokjo area of Mashkay and conducted raids on houses. Forces abducted and disappeared Shahdad Allah Bakhsh, Atiq Master Elahi Bakhsh, Munir Nabi Bakhsh, and Jabal Majeed.
On 18 July, family of Abdul Rasool Ghulam Nabi reported that he was abducted and disappeared by armed men from Arbab Karam Khan Road, Quetta on June 12 this year.
On 19 July, in Gresha area of Khuzdar, CTD abducted and disappeared Shah Jan Saleem Jan, Gohar Deen Khair Jan, Muhammad Jan Lal Bakhsh, Mayar Lal Bakhsh, and Arif Abdul Rahman. The raid also led to injuries of women and children, as well as significant property damage. The forces reportedly looted and sat the houses ablaze, and damaged their solar systems.
On 20 July, forces picked up Saghir Ahmad Nazir Ahmed Pirakzai from his house in Kharan. Saghir Ahmad Pirakzai is employed with NADRA. He is missing since then.
On July 21, Amjad Baloch was forcibly disappeared by Pakistani forces from Quetta.
On 21 July, forces abducted Saddam Longove from Kili Ismail, Quetta. He was later released.
On 22 July, Hidayatullah Sumalani, who participated in the protest against the forced disappearance of Zaheer Baloch, was detained by security forces from his house in Kili Kamalo, Quetta.
On July 22, Nisar Ahmed was forcibly disappeared by Pakistani forces in Quetta. He is missing since then.
On July 24, security forces forcibly disappeared Sohaib Muhammad Deen Longove from Kili Ismail.
On 25 July, Waqas Ahmed, son of Muhammad Bakhsh, was picked up by Pakistani security forces from Hudda, Quetta, after he participated in a protest demanding the safe release of Zaheer Baloch. He is missing since then.
On 24 July, three activists from Baloch Yakjehti Committee, Shahdad Baloch, Saddam Baloch, and Basit Baloch were illegally arrested by DSP Kalakot, Karachi when they were doing wall-chalking and distributing pamphlets regarding Baloch national gathering of BYC. After being taken to the police station, they were handed over to intelligence agencies. Abdul Rehman Shahmir, another member of BYC Karachi was also picked up by the forces from his home. All of them were later released on 29 July.
On 25 July, forces raided Gardank and Shurma Kaor area of Buleda, where they forcibly disappeared two individuals, Murad Abdullah and Shaukat.
On 25 July, forces conducted raids in Tejaban, Kech and disappeared Muhammad Karim and Basham from their homes. Their whereabouts are still unknown.
On 26 July, forces detained Hafiz Aslam Nawaz Rodini and Amir Rodini from their homes in Sariab, Quetta.
On 26 July, forces forcibly disappeared Hafeez Hameed and Dad Jan Ismail from Buleda, Kech.
On 26 July, forces and personnel of intelligence agencies took Jihand Baloch, chairman of Baloch Students Organization, and his colleague Sherbaz Baloch into custody. They were involved in preparations for the Baloch national gathering, a grand even organized by BYC in Gwadar on 28 July 2024. Both of them were later released on 08 August.
On 26 July, security forces raided a house in Malir area of Karachi at late night, and detained a BYC member, Balach. He was actively involved in preparations for the Baloch national gathering. Balach was later released on 02 August.
On 27 July, the CTD raided the Jamia Islamia Siddiqia Kili Perkaniabad Hazarganji Madrasa in Quetta. Forces wanted to arrest Maulana Khalilullah, who was a supporter of Baloch national gathering. But he was not present and the CTD detained his brother Ehsanullah, and a student, Hafiz Tanveer Ahmad. Both of them were later released.
On 27 July, forces detained several students from Shahwani Plaza, Quetta and took them to an unknown location. The victims who were identified, include Islamuddin Abdul Khair of Washuk, Shamim Abdul Samad of Awaran, Inayat Sana of Washuk, Amanullah, Arshid Dost and Fawad Baloch.
On 27 July, seven persons were disappeared from Hudda, Quetta. They include Attaullah Mengal, his brother Amanullah Mengal, Munir Ahmed, and four others.
On 27 July, forces attacked the caravan in Mastung, which was heading to Gwadar, to attend Baloch national gathering organized by BYC. Forces abducted and disappeared Zubair Baloch, Anees Baloch and Zaid Baloch. They were released on 12 August.
On July 29, forces disappeared two students, Shoaib Ishaq Baloch and Beebarg Jatak from Sariab Road, Quetta. Both of them later released on 09 August.
On 30 July, personnel of security forces and intelligence agencies abducted and disappeared Wadera Sattar Hasan for providing food and water to Baloch women and children at a sit-in in Hub Gaddani. He remained missing till the time of this report.
On 31 July, Javed Ali resident of Menaz, Buleda, disappeared while traveling from Buleda to Turbat. According to his family, he his missing since then.
Killings:
Mode of Killing
In 12 out of 31 cases, the victims were shot and killed, four mutilated bodies were discovered, 3 persons were killed in bomb blasts.
Perpetrator
In 23 cases, the perpetrator remained unknown. Two armed nationalist groups, BRAS and BLA have killed 3 each, and FC killed 2 persons.
Killed people:
On 01 July, a house was attacked in Gebon, Turbat, injuring an elderly man, Muhammad Jan. He was taken to hospita. Later that morning, as the women of the house prepared to visit him, they triggered a landmine planted in front of the house. The explosion tragically claimed the lives of 27-year-old Ayesha, a resident of Asiaabad, and her two children, 8-year-old Nazir Jan and 4-year-old Asia, injuring several others.
On 01 July, a body was found in Gishkaor river in Buleda, Kech. The deceased was identified as Jan son of Mohammad Noor, a resident of Menaz Buleda.
On 06 July, armed men shot and killed Abid Pir Bakhsh of Malikabad, in Turbat. Abid was formerly affiliated to a Baloch armed group and had surrendered to the Pakistan Army in 2018. BLA claimed responsibility for the attack, saying he has been helping security forces in killing its members.
On 06 July, a body was discovered in Gwadar. Alongside the body, a motorcycle was also found. The deceased was later identified as Abdul Hakeem, a resident of Dasht.
On 07 July, unknown gunmen shot and killed Shabbir Ahmad Adam, resident of Chitkan in Gramkan area of Panjgur.
On 07 July, unidentified armed men entered a clinic in Doda Goth, Hub Allahabad town and shot and killed Doctor Ghuman Fareed Solangi resident of Dera Murad Jamali.
On 09 July, unidentified individuals opened fire and killed two persons in Usta Muammad.
On 11 July, armed men shot Abdul Aziz Muhammad Shehi in Mastung.
On 11 July, Lal Jan Mari was shot and killed by unidentified gunmen in Machh. BLA claimed responsibility, saying Mari was involved in spying against them since 2017.
On 13 July, a three-day-old body was discovered under a bridge near Chagi Peshak Zardan and was shifted to hospital. The identity of the deceased remains unknown. Another body was found in Gwadar which was not identified.
On 15 July, body of an unidentified person was discovered in Daringarh Maliko, Mastung. Initial reports indicate that the victim was strangled with a rope, and the body appears to be three to four days old.
On 16 July, in Gadani, Hub Chowki, a body was discovered at an abandoned chicken farm near Lak Baduk.
On 18 July, a body was discovered near the forest of Padangabad, Mastung. According to police, the body is believed to be 10 to 15 days old. The remains have been transferred to the hospital for identification. An identity card found in the deceased’s pocket bears the name Muhammad Qam, son of Muhammad Gul, a resident of Padangabad.
On 18 July, a bullet-riddled body was found in Dori Sulaiman Khel area of Pishin. According to Levies sources, the deceased has been identified as Mullah Abdul Ghaffar.
On 20 July, unknown gunmen killed one person and injured another in Turbat, Kech. The deceased was identified as Irshad Gul Muhammad, a resident of Larkana, Sindh. A passerby was also wounded in the attack. BLA claimed responsibility, alleging he was a spy of ISI.
On 21 July, Shakeel Dr. Abdul Hameed was shot and killed by unidentified gunmen in Panjgur.
On 25 July, in Dera Murad Jamali, armed men killed two brothers and injured three others. The deceased brothers were identified as Sabir Ali Bugti and Mohammad Ibrahim Bugti.
On 25 July, gunmen killed three persons, Nasir, Jamal, and Ishaq in Kilkaor, Panjgur. BRAS, an alliance of Baloch armed groups claimed the responsibility for the attack, saying this group has been serving ISI as a local death squad and is involved in killing of Baloch ‘freedom fighters.
On July 27, security forces opened fire on caravan at Talaar check-post in Kech, who were trying to reach Gwadar, to participate in BYC’s Baloch national gathering. One person, Naseer Ahmad Saleh Muhammad of Khuzdar was killed in this incident.
On July 28, security forces attacked the national gathering, a protest in Gwadar. One person, Asghar was killed in the incident while many others were injured.
On 31 July, body of an eight-year-old boy was found strangled with a tree in Hub. The body was shifted to the hospital. The SHO confirmed that a sexual assault of the boy is suspected. Identity of the child remained unknown till the time of this report.
On 31 July, a dead body was discovered under a palm tree in the Isa Tahir area of Chagi. The body was shifted to hospital.
