Balochistan: 86 Forcibly Disappeared, 30 Killed in December 2024

In December 2024, eighty-six cases of enforced disappearances were reported across Balochistan. Among the victims, thirty-one were released, while fifty-four remain missing, and one was killed. Additionally, thirty killings were recorded in the region, including extrajudicial killings. Twenty-six victims were identified, while four could not be confirmed. Police launched a crackdown in Hub City on protesters demanding the release of Zubair, who had been forcibly disappeared. FIRs were filed against the protesters in Kalat and Hub. Additionally, the government imposed Section 144 across Balochistan to restrict public gatherings.

 

Enforced Disappearances:

Out of the 86 victims, 13 were students and 6 were laborers. The majority, 80 individuals, were abducted for the first time, while 4 had experienced a second disappearance, and 2 had been abducted for the third time.

 

The Frontier Corps (FC) was responsible for 73 of the abductions, followed by intelligence agencies (7), the Counter-Terrorism Department (CTD) (4), and death squads (2).

 

Most of these disappearances took place during house raids (60), with others occurring during detentions (20), at checkpoints (5), or following summons to camps (1). The districts of Kech and Gwadar accounted for more than half of the cases, with significant numbers also reported from Panjgur, Karachi, and Kalat

 

December 01

  • Abdul Wahab was abducted from his home during a raid in Turbat, Kech.
  • Shoaib, son of Mullah Salam, and Pazir, son of Fateh Muhammad, were abducted in Gishtardan while visiting their cattle.
  • Inayat, son of Hayr Muhammad, was forcibly taken by a death squad in Panjgur.

December 02

  • Jawahu, son of Bari Bugti, and Jona, son of Nokaf Bugti, were abducted by Pakistani forces during a raid on homes in Patukh, Syah App area of Dera Bugti.

 

December 03

  • Imtiaz Nazir, a student, was abducted while traveling from Quetta to Buleda.
  • Security forces raided Grani Mohalla, Sui, abducting Sikandar, son of Ajab Khan Bugti.
  • Zakaria, son of Allah Bakhsh, was abducted at Gattidur Chowk, Gwadar.

December 04

  • Sahil Tahir, a student, was abducted from Singanisar, Turbat.

December 05

  • Munawar, son of Qarar, was abducted during a raid in Babbar Shoor, Pasni.

December 06

  • In Panjgur, four individuals—Khalil Siddique, Abdul Shakoor Saleh, Arshad Rafique, and Waseem Hashim, all labors, were abducted from Parom, Panjgur. All except Khalil were released the next day, while Khalil was freed on December 9. Upon his release, his brother, Amanullah, was detained after being summoned to the camp and released on December 27.
  • Zahid Mustafa, a data science student, was abducted from Gwadar and released two days later.

December 07

  • Haji Hasil, his son Abdul Salam, Yasir Abdullah, and Saleem Qadir Bakhsh were detained during a raid by Pakistani forces in the Shulig area of Dasht. Others were later released on December 11, Haji Hasil’s fate remains unknown.

 

December 08

  • Waris, son of Ibrahim, and Ghulab, son of Bohir, were abducted in Dasht Bahut Chath area of Kech.
  • Four students—Doda Elahi, Gamshad Mureed, Mairaj Shad, and Muzammil Baloch—were abducted from a flat in Karachi. This was the second enforced disappearance for Doda Elahi and Gamshad Mureed. All four were released on December 10.
  • Ismail, son of Ibrahim and a resident of Mand, Kech, was forcibly disappeared from Hassan Square in Karachi. He had returned from Dubai a month earlier for medical treatment. He was later released.

December 09

  • Three brothers, Mureed Ahmed, Irshad Ahmed, and Mehboob Ahmed, sons of Muhammad Ismail Lango were abducted from Mangochar, Kalat, and later released on December 13.
  • Master Ustad Dawood, along with several others, was forcibly disappeared by Pakistani forces following a loud explosion in the Balicha area of Tump, Kech. The identities of the other detainees remain unknown.
  • Waseem Baloch, son of Murad Bakhsh and a resident of Turbat Dandar, was abducted from Hub Chowki.
  • Siraj, son of Rahim Bakhsh, was disappeared in Nasirabad but released on December 15.

December 10

  • Three brothers-Ehsan Manzoor, Afzal Manzoor, and Hamid Manzoor-were abducted from Apsar, Kech. Ehsan and Hamid were released on December 18, but Afzal was killed in a staged explosion on January 13, 2025, in Jusak area of Turbat.
  • Fida, son of Tahir, was abducted while working in an orchard in Paroom, Panjgur.
  • Abdur Rehman, son of Muhammad, was abducted in Chib Rikani, Gwadar.

December 11

  • Jamal Khan Marri, son of Mira Khan, was abducted from Hazarganji Quetta.

December 12

  • Khair Muhammad, son of Muhammad Ali, was abducted from Kocho Kolanch, Gwadar.

December 13

  • Duran Khan, son of Takri Abu Bakr, was abducted from Machh Bazar, Bolan.
  • Shah Jan, son of Barkat Ali, was abducted from Sari Kahn, Turbat.

December 14

  • Tayyab, son of Assa Guzeer, was abducted during a raid in Dasht, Kech.
  • Hasil Khan, son of Muhammad Haroon, was abducted from Hub.
  • Ghafoor along with his son, Salman were abducted in Gomazi, Tump. Ghafoor was later released but Salman remains missing.

December 15

  • Sher Muhammad Marri, son of Mohammad Noor, was abducted from the Pir Sahib FC check post in Harnai. His brothers, Imran Marri and Safar Khan, were also abducted by forces on November 30 from Duki city, and their disappearances reported this month.

December 16

  • Sanaullah, son of Imdad, a driver working at the border, was abducted by the CTD in the Jusak area of Kech. Initially, the CTD claimed he would be released after interrogation, but later denied having him in their custody.

December 17

  • Zaman, son of Sipahan, Abul Hassan, son of Rahmat, and Altaf, son of Bahram, all cousins, were summoned by the District Chairman of Hutman in Kech. They were detained for 12 hours by the district administration before being handed over to secret agencies. Altaf was released, but Zaman and Abul Hassan remain missing. This marks the third enforced disappearance for Zaman and the second for Abul Hassan.
  • Balach, son of Sabrullah, a 13-year-old boy, was abducted by forces from Sordo, Panjgur, after being severely tortured.
  • Shakir Saleh Mohammad was abducted from Al-Noor Ice Factory in Surbandar, Gwadar, but released the next day.

December 18

  • Nadeem, son of Pashambe, a resident of Dasht Kaliru, was abducted from the Do Best Panjah area of Gwadar.
  • Balach, son of Hasil Baloch, was forcibly disappeared from Hotabad area of Kech but later released on December 22.

December 20

  • Rahimuddin, son of Haji Khuda Nazar, and Hafiz Mohiuddin Siyapad were abducted from district Kharan during house raids.
  • Muheem Jan, son of Elahi Bakhsh, a resident of the Balnigwar area in Bundi, Kech, was abducted while traveling.
  • Gul Muhammad Marri, son of Ghulam Nabi, was forcibly disappeared by forces in Harnai while returning home to Mohalla Bargo after Friday prayers.

December 21

  • Dad Shah, son of Nasir, was abducted in Gwadar.
  • Irfan, son of Sher Muhammad, was abducted in Turbat.

December 22

  • Jamil Baloch, a student, was abductedby Pakistani intelligence officials from Sultan Town area in Lahore, released later.

December 23

  • Kamal, son of Deen Muhammad from Turbat Nasirabad, forcibly disappeared by Pakistani forces in Gwadar. He had previously been abducted and released.
  • Fazil Bashir, resident of Heerabad, Kech was abductedfrom Gwadar.

December 24

  • Hameed Noor, Adam Azim, and Sameer Akbar were abducted in Mashkay while on a picnic.

December 26

  • Jubair Baloch was abducted in Nalent, Gwadar.
  • Adil, son of Ghulam, was abducted at the Redig border in Mand, Kech, while on his way to work. His father, Ghulam Bahadin, was also abducted and killed in May 2013.
  • Arbaaz, son of Rahu Bugti, was abducted in Dera Bugti.

December 27

  • Hamid Ali, son of Lawang Khan, was abducted in Kalat.
  • Zahid, son of Abdul Samad, was abducted in Korak.

December 29

  • Eight people were abducted from Panwan, Gwadar, with four later released. Shah Jan Shahdad, Hassan Aziz, Sameed Abdul Hameed, and Imran Muhammad were in Pakistani army’s custody.However, they were also later released.
  • Allah Bakhsh, son of Sabzal, was abducted from Gramkan area of Panjgur.
  • Zubair Baloch, son of Altaf, a journalist, was abducted from Hub Chowki but later released.
  • Nasir Aslam from Pasni and Younis, son of Hasil Khan from Surbandan, Gwadar, were forcibly disappeared from Jiwani Ganz, Gwadar.

December 30

  • Salim Sameer, a footballer was abducted from Jiwani.

 

Killings:

During the month, thirty individuals were killed in Balochistan, consisting of twenty-nine males and one female. Of these, twenty-six were identified, while four remain unidentified. The majority of killings occurred in Kech, with 11 cases, followed by Panjgur (6), Khuzdar (4), Kachhi (3), Gwadar and Ziarat (2 each), and one incident each in Dera Bugti and Kalat.

Targeted assassinations were the most prevalent cause of death, accounting for 15 cases. The Balochistan Liberation Army (BLA) and Balochistan Liberation Front (BLF) claimed responsibility for nine of these killings, alleging that the victims were involved in espionage, collaborating with Pakistani forces, opposing the Baloch nationalist movement, or participating in state-sponsored death squads. Six victims were killed by unidentified armed men. Three members of Baloch armed organizations were killed by Pakistani forces in an encounter in Panjgur.

Six bodies were recovered during the month, four of which were mutilated, and three remain unidentified. Four bodies were found in Kech, and two in Khuzdar.

An honor killing occurred on December 1 in Pasni’s Babbarshur area, where Sabir, son of Sulaiman, killed his niece by shooting her five times while she was sleeping.

Custodial and Extrajudicial Killings:

Several custodial and extrajudicial killings were reported:

  • Abid Hussain and Masti Khan, missing for eight years, were found in Zehri Gazan Kocho. Abid Hussain’s disappearance had been documented, with his family accusing an influential figure of his abduction and transfer to state institutions in 2017
  • Naveed, an activist from Buleda, was found dead after being summoned by the Frontier Corps. His bullet-riddled body was discovered in the Jentri River.
  • Sajid Akbar, a former freedom fighter who had surrendered, was forcibly disappeared and later found dead near the Iranian border. His family alleged that his death, carried out by the forces, was ordered by an influential figure in Kech, District Nazim Hotman.
  • Zareef Baloch, son of Nazeer, was abducted by security forces from his home in front of his family. His body was later recovered, showing signs of severe torture. Authorities prevented his family from protesting or examining the body. He was previously abducted several times.
