Balochistan: 106 Enforced Disappearances and 42 Killings Reported in November 2025
In November 2025, at least 106 new cases of enforced disappearance and 42 killings were recorded in Balochistan. Among those killed were eleven individuals who had previously been disappeared, five who were abducted during the same month, and six who had gone missing in earlier months. Only twelve of those taken during November were later released, while the vast majority remain unaccounted for.
Enforced disappearances
During the month, one woman was among those forcibly disappeared. The data also shows repeated abductions, with three individuals taken for a second time and one for a third. Five teenagers were included among the victims. One of them was later killed, while four remain abducted.
Modes of Abduction:
House raids remained the most common method of abduction, accounting for 67 cases. Public detentions followed, with 32 individuals taken from streets and other public locations. Checkpoints were used in four cases, while three individuals were abducted after being summoned to camps.
Perpetrators:
Frontier Corps accounted for the largest share of abductions, with 60 cases recorded. Intelligence agencies were implicated in 23 cases, followed by the Counter Terrorism Department (CTD) with 17. State-backed death squads were responsible for six abductions.
Professions of victims:
Among the recorded enforced disappearances, farmers (10) and students (9) were the most affected groups, followed by shopkeepers (8) and labourers (7). Smaller numbers included fishermen, drivers, police constables, and workers from the mining, security, health, education, and religious sectors. The occupations of 42 individuals could not be determined.
Geographical distribution:
Kech district recorded 20 abductions, followed by Quetta with 16 cases. Panjgur and Dera Bugti each reported 14 abductions. Gwadar recorded 10 cases, while Karachi accounted for 7. The remaining abductions were reported from Mastung, Khuzdar, Kohlu, Hub, Awaran, Surab, Chagai, DG Khan, and Kalat.
Cases
November 01
- Amjad Baloch, son of Ghulam Muhammad, 35, a resident of Gwadar, was forcibly disappeared from Jinnah International Airport, Karachi. He was returning from the United Arab Emirates, where he worked as a labourer, and was taken away shortly after his arrival by personnel of intelligence agencies in plainclothes.
- Ashraf Baloch, son of Muhammad Deen and a resident of Baloch Colony, Dera Ghazi Khan, was forcibly disappeared during a raid conducted by the CTD.
November 02
- Hakim Sharif, a resident of Dasht-e-Zarin Bagh, Gwadar, was forcibly disappeared after being detained by the FC. It was previously reported that his father, Sharif, was detained in 2015 and remained forcibly disappeared for four years before being released.
- Qasim, son of Nabi Bakhsh, a fisherman and resident of Ward No. 3, Pasni, was forcibly disappeared after being detained by FC from the main market of Pasni. He had recently returned from a fishing trip at sea and was taken away in public view while purchasing medicines near the bus stand.
November 03
- Sudais Baloch, son of Khan Muhammad, 17, a medical dispenser, and Waseem Baloch, son of Muhammad Ayoub, 18, a dairy worker, both residents of Saryab, Quetta, were forcibly disappeared after being abducted together from Ghafoor Town, Saryab, by personnel of the CTD and FC.
- Shehak Qambrani, son of Noorullah Qambrani, a shopkeeper, and Saleh Muhammad, son of Muhammad Bakhsh, both residents of Killi Qambrani, Quetta, were forcibly disappeared after being detained during a house raid by personnel of the CTD. They were later released.
- Asif Hasil, son of Murad Hasil, 27, a fisherman and resident of Ward No. 1, Pasni, was forcibly disappeared after being detained from the Pasni check post by personnel of the CTD. Prior to his disappearance, his home was raided, family members were subjected to torture, and his mobile phone was seized while he was being searched for.
November 04
- Mulla Salam, son of Raheem Baloch, resident of Dasht Ballen, was forcibly disappeared by FC.
- Yaadgaar, 24, son of Khuda Raheem, Nahib Qasid, resident of Niamghundi, Quetta, was forcibly disappeared near the Customs area of Quetta by CTD and MI.
November 05
- Faraz, 20, son of Haji Fazul, resident of Paroom, Panjgur, was forcibly disappeared from Satellite Town, Quetta, by FC.
- Shafiq Ahmed, 21, son of Noor Muhammad, Disaster Management student, resident of Moli Gavaranjov Geddar, Surab, was forcibly disappeared from Killi Beramzai, Brewery Road, Quetta, by CTD and FC.
- Babil, son of Khamisa; Farooq, son of Eid Muhammad; Abdul Sattar, son of Jan Muhammad; and Huzaifa, son of Maulvi Abdul Ghaffar, residents of Tehsil Nal, Khuzdar, were forcibly disappeared following multiple raids by FC.
November 06
- Marooq Baloch, 37, son of Pindok Baloch, driver, resident of Jhangi Khan Goth, Hub Chowki, was forcibly disappeared from a local hotel by MI. He was later released.
- Chakar Akbar, 21, son of Akbar Ali, student, resident of Pidrak, Kech, was forcibly disappeared from his home by FC. He was later released.
- Niaz Baloch, son of Bakhshi, labourer, resident of Kuch Peerander, Awaran, was forcibly disappeared from his home by FC.
- Abdullah, son of Toso Bugti, Pakistan Petroleum Limited employee, was forcibly disappeared from Sui Tehsil Bazaar, Dera Bugti, by CTD.
- Dilip Jan, son of Pir Muhammad, student, resident of Awaran; Sahir, son of Abdul Ghani, resident of Kech; and Salman Baloch, resident of Kech, were forcibly disappeared during a raid on a plaza in Quetta by FC and CTD.
November 07
- Haji Shoaib, 45, son of Wahid Bakhsh, businessman, resident of Tasp, Panjgur, was forcibly disappeared from his home by FC. He was later released.
- Akmal Baloch, son of Akhtar, resident of Reikposht, Pasni Tehsil, Gwadar, was forcibly disappeared from his home by FC.
- Atta Anjum, Brahui poet, resident of Mastung, was taken away from his home by FC.
November 08
- Naseem Baloch, 15, son of Qadir Bakhsh and a resident of Hoshap, Kech, was forcibly disappeared from his home by a state-backed Death Squad. He was later found killed with bullet wounds in a remote area. Prior to his disappearance, he had reportedly been repeatedly harassed and summoned to the Hoshap military cantonment.
- Jalal, 20, son of Jameel, driver, resident of Gomazi Tump, Kech, was forcibly disappeared from his home by FC.
- Pazreef Nasir was forcibly disappeared while returning after dropping his son at a madrasa in Kahda Yousuf in Apsar, district Kech. This was his second enforced disappearance; he had previously been detained by FC in Gwadar on 12 August 2025 and released on 7 September 2025.
November 09
- Attaullah, 35, son of Qadir Bakhsh, shopkeeper, resident of Shingi Road, Mastung, was forcibly disappeared from his home by CTD and FC.
November 10
- Edu Khan, 23, son of Gazzi, labourer, and Maroof Khan, 23, son of Gul Sher, farmer, residents of Jarain Thal, Lasizai, Kohlu, were forcibly disappeared from their homes by FC and MI.
November 11
- Janzaib Baloch, 27, son of Deen Muhammad Shahwani, shopkeeper, resident of Kechi Baig, Saryab Road, Quetta, was forcibly disappeared from the area between Hazarganji and Musa Colony, Quetta, by CTD and MI.
- Tajah Bugti, son of Nohak Bugti, and his young son, Mir Ahmed Bugti, residents of Bugti Colony, Sui, Dera Bugti, were forcibly disappeared in broad daylight from Bugti Colony Bazaar by MI and CTD.
November 12
- Ayaz Baloch, son of Akbar, a teacher and resident of Mehnaz, Buleda, Kech, was forcibly disappeared near the main bazaar of Mehnaz while returning home from school. He was taken by FC personnel accompanied by a state-backed armed group. His mutilated and decomposed body was recovered a week later from the Reko Dam area of Buleda. Due to severe torture and decomposition, the body was identified by family members through his clothing and shoes.
- Haji Waheed Shahwani, 32, son of Abdul Majeed Shahwani, shopkeeper, resident of Chaki Shahwani, Saryab Road, Quetta, was forcibly disappeared from his shop in Popalzai Market, Jinnah Road, by CTD and MI.
November 13
- Peer Jan, 23, son of Jamal, Zamyad driver, resident of Singabad Karki, Kech, and Abid, 28, son of Kareem Bakhsh, shopkeeper, resident of Sari Kallag Gwarkop, Kech, were forcibly disappeared after being abducted together from Maripur, Karachi, by MI.
- Adil, 20, son of Rafiq; Zaheer, 26, son of Raheem, farmer; and Waseem, 27, son of Raheem, also a farmer, residents of Mehnaz, Buleda, Kech, were forcibly disappeared during coordinated night raids by FC.
November 14
- Mehran, 16, son of Haji Akbar, student, resident of Mehnaz, Buleda, Kech, was forcibly disappeared from his home by FC.
- Abbas Baloch, son of Bahar, student, resident of Mehnaz, Buleda, Kech, was forcibly disappeared from his home by FC.
November 15
- Abdul Bari, 33, son of Abdul Khaliq, farmer, resident of Zarchain Wadh, Khuzdar, was forcibly disappeared from Khuzdar by MI.
- Haji Munir Ahmed, son of Muhammad Bakhsh, was forcibly disappeared from the Chitkan area of Panjgur by FC.
- Majid, son of Qadeer Ahmed, resident of the Isa area, Panjgur, was forcibly disappeared by FC.
November 16
- Ajaz Baloch, 27, son of Deenul, shopkeeper, resident of Kunchati Dasht, was forcibly disappeared by FC. He was later brought to Turbat Civil Hospital in a critically injured, half-conscious state with severe wounds consistent with extreme violence during custody and succumbed to his injuries on 19 November 2025.
- Sohail Baloch, 25, son of Muhammad Sharif, and a labourer from Reko area of Buleda, Kech, was forcibly disappeared from his home by FC.
November 18
- Ismail Baloch, 25, son of Elahi Bakhsh, labourer, resident of Baghbana, Khuzdar, was forcibly disappeared on the Main RCD Road, Surab, by members of death squads. His body was recovered the following day in Baghbana, Khuzdar, bearing multiple bullet wounds.
- Ameer Bakhsh, 17, son of Ganguzar, resident of KeelKaur Balgatar, Kech, was forcibly disappeared from Gaddage Balgatar by FC.
- Dur Jan, son of Sheran and a resident of Malik Abad, Tump, Kech, was forcibly disappeared in front of a shop by members of death squads.
- FC personnel opened fire in Mand, Kech, killing Ismail, son of Ibrahim, while he was picnicking with his friend Noman Baloch. Later the same day, Noman was forcibly disappeared. His fate and whereabouts remain unknown.
November 19
- Jangian, 65, son of Faqeer Muhammad, shepherd, resident of Gwandsareen Hoshap, Kech, was forcibly disappeared from his home by FC.
- Miandad, 23, son of Faqeer Muhammad, driver, and Doshambay, 27, son of Faqeer Muhammad, fisherman, residents of Ward No. 1, Pasni, Gwadar, were forcibly disappeared together by MI and a state-backed Death Squad. Both were later released.
November 20
- Bilal, 28, son of Abdul Wahid, labourer, resident of Essai, Panjgur, was forcibly disappeared for the second time from Chitkan, Panjgur, by FC. He was later released.
- Naveed Jan, 26, son of Abdul Ghani, farmer, resident of Sedaan, Panjgur, was forcibly disappeared from Paroom Cross, Panjgur, by FC.
- Sana Ullah, 29, son of Miya, farmer, resident of Sedaan, Panjgur, was forcibly disappeared from Sedaan, Panjgur, by FC.
- Sana Ullah, 25, son of Deen Muhammad, labourer, resident of Sarinkan Balicha, Kech, was forcibly disappeared from Talar, Gwadar, by FC.
- Nokap, alias Nuku, son of Eid Mohammad, resident of Paho, Awaran, was forcibly disappeared by FC while travelling from Awaran Bazaar toward Jahoo.
November 21
- Qasair, son of Rehan Bugti; Jeha Khan, son of Mehrullah Bugti; Khan, son of Mehrullah Bugti; Shabeer, son of Sohbat Bugti; Mangal, son of Ghulam Bakhsh Bugti; Hassan, son of Ali Sher Bugti; Rasheed, son of Jan Mohammad Bugti; Noroz, son of Nehal Bugti; and Islam, son of Ramzan Bugti, residents of Dera Bugti, were forcibly disappeared during raids by FC and CTD.
- Ubaid Ullah, 29, son of Abdul Nabi, police constable, and Muhammad Shafa, 32, son of Safar Khan, police constable, residents of Killi Tindalan, Mastung, were forcibly disappeared from Shamsabad, Mastung, by FC.
- Attaullah, 30, son of Rasheed, police constable, resident of Gowash Paroom, Panjgur, and Nazeer, 36, son of Bebagr, Zamyad driver, resident of Jayein Paroom, Panjgur, were summoned to FC headquarters in Panjgur and forcibly disappeared by FC.
- Sher Jan, son of Zabad, farmer, resident of Korak Jahoo, Awaran, was forcibly disappeared from the main bazaar of Hub Chowki by MI.
November 22
- Nasreen Baloch, 15, daughter of Dilawar Baloch, resident of Teertaj, Awaran, was forcibly disappeared near Daroo Hotel, Hub Chowki, by CTD and MI.
- Mehrullah Musazai, 22, son of Aman Ullah, employee of Reko Diq Mining Company, resident of Saindak, Kili Amalap, Chaghi, was forcibly disappeared from the Main Highway at Tozgee Cross, Chaghi, by CTD.
- Sardal Khan, son of Sher Khan, and Hatir, son of Mir Dost, were forcibly disappeared from their home and nearby fields by FC during a late-night raid involving multiple vehicles and armed personnel.
November 23
- Asif Mandzai Baloch, was forcibly detained after being taken off a Reko Diq company bus while travelling from Reko Diq to Nokundi on leave. The identities of passengers were checked by FC personnel.
- Nadil Baloch, son of Zabad Baloch, resident of Korak Jahoo, Awaran, was forcibly disappeared from Waja-e-Bhag Jahoo by MI. His younger brother, Sher Jan, had been forcibly disappeared two days earlier on 21 November 2025.
- Mohammad Asif, 24, son of Mohammad Azam, employee of Reko Diq Mining Company, resident of Saindak, Killi Mengal Abad, Nokundi, Chaghi, was forcibly disappeared from the Main Highway at Tozgee Cross, Chaghi, by CTD.
- Hamid, 40, son of Dad Muhammad, farmer, resident of Diz Paroom, Panjgur, was forcibly disappeared from his home by FC.
- Majeed, 27, son of Rasheed, resident of Diz Paroom, Panjgur, was forcibly disappeared from his home by FC for the third time.
- Allaudin Sasoli, 24, son of Khuda Bakhsh, Levies sepoy, resident of Lijay, Kharan, was forcibly disappeared from Kili Qambarani, Quetta, by CTD.
- Ghaffar, 40, son of Malang, farmer, resident of Legork Bazar Paroom, Panjgur, was forcibly disappeared from his farm in Legork Paroom, Panjgur, by FC. He was later released.
- Muhammad Shoaib, son of Muhammad Aslam, resident of Surab, was forcibly disappeared from his home on Grade Station Link Road in Surab district, during a raid by FC.
November 24
- Ghulam Qadir, 18, son of Murad Baksh, student, resident of Gwadar, was forcibly disappeared from The Coast Hospital, Gwadar, by MI.
- Jasim, 23, son of Hashum, imam, resident of Chitkan, Panjgur, was forcibly disappeared from Srawan Khudabadan, Panjgur, by a state-backed Death Squad.
- Shahzaib, 25, son of Samad, rickshaw driver, resident of Sargowat Kalri, Lyari, Karachi, was forcibly disappeared from his locality by FC.
November 26
- Imran, 26, son of Nadil Hayat, resident of Gomazi, Tump, was forcibly disappeared during his wedding celebrations by a state-backed Death Squad. The perpetrators demanded a ransom of PKR 20 million, of which PKR 7 million was paid by his family. Despite the partial payment, his tortured body was later dumped in the Gomazi area of Tump.
- Yasir Niamat, 25, son of Niamat Ullah, shopkeeper, resident of Srinkin, Kech, was forcibly disappeared from his home by FC.
- Satta Deen Bugti and Fazal Deen Bugti, sons of Peeral Khan Bugti, residents of Matt Sui, Dera Bugti, were forcibly disappeared by CTD.
November 27
- Danish, 24, son of Naik Bakth, FSc student, resident of Shahrak, Kech, was forcibly disappeared from Shaheed Fida Chowk, Turbat, by CTD and MI.
November 29
- Yasir Baloch, 22, son of Abdul Haq, shopkeeper, resident of Killi Shaykhan, Mastung, was forcibly disappeared from the New Adda Sabzi Market, Mastung, by FC.
- Nabeel Baloch, 35, son of Abdul Ghani, security guard, resident of Sargowat Kalri, Lyari, Karachi, was forcibly disappeared from Dua Restaurant on Mauripur Road, Karachi, by MI. He was later released on 4 December 2025.
November 30
- Sajid Ahmed, 31, son of Ahmed, content writer, resident of Shahi Tump, Turbat, was forcibly disappeared in Panjgur by FC.
- Nadeem Kurd, son of Moheen Kurd, vaccinator, resident of Dasht Jalab Ghadan, Quetta, was forcibly disappeared from Dasht Jalab Ghadan, Quetta, by FC.
- Fareed Kurd, son of Rafiq Kurd, hotel owner, resident of Spini Road, Quetta, was forcibly disappeared from Quetta Dasht Bypass by FC.
Undocumented Cases from Previous Months
- Wajid Baloch, son of Ghulam Ali, student, resident of Dasht, Mastung, was forcibly disappeared near Mangochar by FC on 18 July 2025.
- Khaliq, 26, son of Mola Bakhsh, farmer, resident of Lasizai, Bibber Tuk, Kohlu, was forcibly disappeared from his home by FC and MI on 25 August 2025.
- Jalil Ahmed, son of Haji Yaqoob Kalmati, and Noor Bakhsh, son of Muhammad Ibrahim, residents of Panwan Jewni, Gwadar, were forcibly disappeared from Malir, Karachi, on 27 August 2025.
- Muhammad Umair, son of Muhammad Hanif, resident of Zard Mangochar, Kalat, was forcibly disappeared from Saryab Road, Quetta, on 24 September 2025.
- Abdul Khaliq, son of Ahmed, resident of Paroom, Panjgur, was forcibly disappeared after being summoned to a security forces camp and transferred to an unknown location on 30 October 2025.
Killings
In November, a total of 42 killings were documented across the province, comprising 39 men and 3 women. The identities of 5 victims, including three women, could not be confirmed.
Modes of Killings
Target killings accounted for 11 cases, followed by custodial killings involving 10 victims. In addition, 10 dead bodies were discovered. Honor killings accounted for 4 cases, while airstrike-related killings also accounted for 4 cases. Indiscriminate firing resulted in 2 deaths, and one individual later succumbed to injuries.
Perpetrators
Among the 42 recorded killings, the perpetrators in 18 cases remain unknown. Frontier Corps were implicated in 12 cases, followed by state-backed death squads in 7 cases. Two killings were attributed to the Balochistan Liberation Front, and intelligence agencies were involved in one case. In a few isolated incidents, family members, including a father and a husband, were identified as the perpetrators.
Geographical Distribution of Incidents
Kech district recorded the highest number of killings with 18 cases, followed by Kalat with 11. Khuzdar and Panjgur each reported 3 incidents, while Kachhi and Surab recorded 2 cases each. The remaining killings were reported in Awaran, Dera Murad Jamali, and Naseerabad.
Detailed Classification of Incidents
Extrajudicial Killings Following Enforced Disappearance
The following cases show a recurring pattern in Balochistan in which individuals are first subjected to enforced disappearance and later killed, their bodies bearing unmistakable signs of torture and execution. Each case reflects the systematic use of disappearance as a precursor to extrajudicial killing.
- Hamza Baloch, a labourer from Sourgar Oranch, Khuzdar district, and son of Noor Jaan, was abducted by a state-backed death squad and subsequently handed over to the army. After five days of illegal detention, his bullet-riddled body was dumped on 3 November 2025 in the Jootar Koor Korak area of Jhao, Awaran district.
- Mir Dost, son of Ubaid Ullah and a resident of Kosh Kalat, Tump, was found dead on 10 November 2025 in the Ginnah area of Turbat. His body showed clear signs of severe torture and multiple bullet wounds. Mir Dost had been forcibly disappeared from his home on 13 February 2025 by Pakistani security forces.
- After seven months in the custody, Farooq Naeem, son of Naeem Baloch and a resident of Khairabad, was killed. His bullet-riddled body was recovered on 17 November 2025 from the Banok-e-Chadai area of Kech. Farooq had been detained on 24 April 2025 at the Talar checkpoint between Kech and Gwadar by Pakistan’s security forces while travelling to Karachi to obtain a medical certificate required for a Qatar visa.
- The same day, the body of Zareef Baloch, son of Lal Bakhsh and a resident of Balor Kulowa, Kech, was also recovered from the Banok-e-Chadai area. Zareef had been forcibly disappeared on 31 March 2025 in Ormara by forces along with his relative Rahm Dil, son of Haider. Both men worked as labourers at a local general store. Rahm Dil was released the following day; Zareef remained disappeared until his killing months later.
- Abu Bakr Hasil, a vegetable vendor supporting his family, was forcibly disappeared on 26 November 2024 from Gwadar’s Baloch Ward by military personnel. A resident of Dasht Balnigwar Kaliro, he remained missing for nearly a year. On 28 November 2025, his mutilated body, bearing clear signs of prolonged torture, was discovered in the D-Baloch area of Kech.
- Tahir Ahmed, son of Allah Baksh and a resident of Shole, Dasht, was disappeared by the Pakistan Coast Guards on 12 May 2025. His family was later informed by authorities that he was in custody and would be released after interrogation. On 28 November 2025, Tahir’s mutilated body was recovered, exposing the falsity of those assurances.
- In one of the most brutal cases, Imran, 26, son of Nadil Hayat and a resident of Gomazi, Tump, was abducted at around 2:00 a.m. on 26 November 2025 when state-backed death squad operatives stormed his home during his wedding celebrations. Shortly after the abduction, the perpetrators, operating in coordination with law enforcement agencies, demanded a ransom of 20 million rupees, threatening to return his tortured body if the demand was not met. Despite the family raising 7 million rupees, Imran’s tortured body was dumped the following night in the Gomazi area of Tump.
- Ayaz Baloch, a school-going student from Mehnaz, Buleda, was forcibly disappeared on 12 November 2025 when the security forces, accompanied by a state-backed armed group, seized him near the main bazaar while he was returning home from school. A week later, on 19 November 2025, his mutilated and partially decomposed body was recovered from the Reko Dam area in Buleda, Kech. Due to the severity of torture, his face was unrecognisable, and his family identified him only through his clothing and shoes.
Targeted Killings
November saw a series of targeted killings across Surab, Kalat, and Panjgur districts. Unknown gunmen carried out the attacks in public or semi-public areas. The motives for these killings remain unknown.
- 3 November – Sorab District
In the Chhad Bodla area of Sorab, unidentified armed men opened fire, killing Nabi Bakhsh. The attackers fled immediately. The body was shifted to a hospital, legal and medico-legal formalities were completed, and it was handed over to the family. - 8 November – Manguchar, Kalat District
In the Sarband area of Khaliqabad Tehsil, four people were shot dead near Zard Ghulam Jan. The victims were:

– Shakir Khairullah Lango, son of Maula Bakhsh
– Muhammad Karim, son of Muhammad, resident of Quetta
– Muhammad Zahir, son of Khaliqdad Aaqum Lango
• 8 November – Shapatan, Panjgur District
Two individuals were killed in a gunfire incident involving motorcycle-borne assailants in Shapatan. The deceased were Zafar, son of Ustad Muhammad Ali, and Naeem, son of Haji Azam.
Targeted Killings by State-Sponsored Death Squads
The following incidents document targeted killings by state-sponsored armed groups. At least four targeted killings were reported in the districts of Kech and Khuzdar. The victims were singled out and killed in public places. These incidents reflect a prevailing climate of impunity. The victims included a 16-year-old student, daily-wage labourers, and a professional driver. All were killed in the presence of witnesses.
- Bahad Baloch, a labourer and son of Rahim Bakhsh, was a resident of Kolahoo village in Tump, Kech. He was killed on 1 November 2025 in the Dehaat area of Kech. He supported his family by transporting oil on a motorcycle in border areas near Gwadar, including the Kuntani area. Local sources reported that armed militia operatives affiliated with Pakistani military forces intercepted him. They confiscated his motorcycle and personal belongings. He was then killed.
- Abdul Rehman (16, student), a resident of Tump, Kech district, was shot dead on 2 November 2025 inside a shop by state-backed militias, locally referred to as death squads. The killing was carried out in front of his father, Tariq Noor, underscoring the use of public executions as a tactic of intimidation and psychological terror.
- Muhammad Allam, 26, a labourer and son of Mulla Bakhsh, was a resident of Grisha, Shashan, Khuzdar. He was killed on 26 November 2025 on the Mashky bypass road while travelling toward Rowaath village. Masked gunmen opened fire. He was killed at the scene. Eyewitnesses stated that the attack was deliberate. They identified the perpetrators as armed groups sponsored by the Pakistani military. Muhammad Allam was the sole breadwinner of his family. His household included an elderly father, a disabled brother, and young children.
- Jalal-ud-Din Baloch, 30, a driver and son of Deen Muhammad, was killed on 22 November 2025 at a service station in Nasirabad, Kech district. He was cleaning a vehicle at the time of the attack. Members of death-squads on a motorcycle opened fire and fled immediately. Local residents linked the killing to a pattern of family targeting. Two of his brothers had previously been taken into custody by Pakistani forces. Diljan was later released. Kamal remains forcibly disappeared. His fate and whereabouts remain unknown.
Deaths Resulting from Indiscriminate Firing by Security Forces
At least two incidents of indiscriminate firing by Pakistani security forces were documented in Kech district. These incidents resulted in one civilian death, one injury, and one enforced disappearance. In both cases, unarmed civilians were fired upon. No warning was issued. No provocation was reported.
- On 14 November 2025, Pakistani security forces opened fire at Balida Cross on the CPEC Route (M-8) in Turbat, Kech district. Two civilians were riding a motorcycle. Obaidullah, son of Bisham and a resident of Hoshap, was killed at the scene. Junaid, son of Ghafoor, also from Hoshap, sustained gunshot injuries. Both were taken to Teaching Hospital Turbat.
- On 18 November 2025, in Mand, Kech, FC personnel opened fire on Ismail, son of Ibrahim and a resident of Mand Gawak, while he was picnicking with his friend Noman Baloch. Ismail was killed on the spot. Later the same day, Noman was forcibly disappeared. His fate and whereabouts remain unknown. Incidents of FC personnel firing on unarmed civilians in picnic areas during gatherings are reported frequently.
Killings Attributed to Separatist Armed Groups
During the month, the Balochistan Liberation Front (BLF) claimed responsibility for two incidents involving killings. The following accounts are presented solely as claims made by the group.
- According to a statement issued by Major Gwahram Baloch, spokesperson for the BLF, a man identified as Ismailwas detained in Mand on 17 October 2025 on allegations of involvement in the killing of a Baloch youth. The statement claimed that he was subsequently killed while in BLF custody on 2 November 2025 in the Apsar Kaur area of Mand.
- On the night of 25 November 2025, at approximately 8:00 p.m., the BLF attacked a police check post in the Jebri Kalat area of Mashkay. The group stated that the attack followed reports of the presence of state-backed death squad operatives at the site. According to the BLF, one individual, Ali Hassan (son of Ali Dost), identified by the group as a death squad operative, was killed, while others were injured, including Raziq (son of Muhammad Amin).
Discovered Dead Bodies
During November 2025, at least ten dead bodies were recovered from Kech, Kalat, Khuzdar, and Panjgur districts. Most victims showed gunshot wounds or signs of torture. Several had been reported missing days earlier.
- On 2 November, in Buleda Garden, Kalat district, the bodies of four young men were recovered. They were identified as Zakir (son of Abdullah), Razaq (son of Abdullah), Sadiq, and Pirjan. Three were residents of Zirdan Kocha, Buleda. One was from Batkore Pusht, Jardin Bazaar. The four had been missing for approximately one week.
- On 8 November, the body of Samiullah Nechari was recovered from Muhammad Tawa, Kalat district. He had been shot dead.
- On 8 November, in Firozabad, Khuzdar district, the body of an unidentified man was recovered. The body bore visible bullet wounds.
- On 10 November, the body of Aminullah, son of Jan Muhammad and a resident of Gachak, was found near Airport Road, Panjgur. The body showed signs of torture.
- On 20 November, in the Baghbana area of Khuzdar district, the body of Muhammad Ismail, son of Elahi Bakhsh and a resident of Baghbana from the Shahwani tribe, was recovered. He had sustained multiple bullet wounds.
- On 23 November, in the Mangchar area of Kalat district, the bodies of two men were recovered from the foothills of Badrang Mountain. They were identified as Qutub Ali, son of Muhammad Akbar and a resident of Shekhri, and Ali Muhammad, father of Muhammad Hayat and a resident of Johan. Both had been shot dead.
Honor Killings
Four incidents of honor-related killings were reported in Balochistan. These incidents resulted in the deaths of women and men under circumstances linked to familial or social “honor” disputes.
- On 15 November, in Abro Mohalla, under the jurisdiction of East City Police Station, Dera Murad Jamali, a man allegedly tortured his wife. She was taken to a hospital in critical condition but later died. The body was handed over to her family after legal formalities.
- On 15 November, in Mahmood Auliya, under the jurisdiction of Bhag Police Station, Kachhi district, armed men opened fire on two individuals, including a woman. The attack was reportedly motivated by claims of honor violations. The perpetrators fled the scene. The victims’ bodies were taken to a hospital and later handed over to their families.
- On 28 November, in the jurisdiction of Tambo Babakot Police Station, Naseerabad, Basham Khan shot and killed his daughter in an honor killing. The accused fled the scene immediately.
Airstrike Targeting Baloch Liberation Front
On 11 November, a Pakistani Air Force drone strike on the Koh Nagai mountain range in Kalat killed four members of the Baloch Liberation Front, including a commander of the group: Dr. Mudassar Shahwani, Shahbaz Khan Badani Marri, Shakir Jatoi Baloch, and Haris Muhammad Shahi Baloch.

- Attack on Climate Activist’s Home
In Hub, young climate activist Zunira Baloch reported that unknown individuals attacked her home. Valuable documents and awards were damaged. Zunira was not present at the time, as she was attending her aunt’s wedding in Khuzdar. The motive for the attack remains unclear. - Balochistan Government Issues Updated Fourth Schedule List
The Balochistan government issued a new Fourth Schedule list under the Anti-Terrorism Act 1997. Several political and human rights activists were placed under monitoring. The list includes Baloch political and social activists, as well as relatives of victims of enforced disappearances. Those named include:
