Disappeared Latif Baloch appeared as a mutilated dead body after 10 days

On 16th October 2016, Latif Baloch’s mutilated dead body was found dumped in Absor, district Kech, Balochistan. His multi-riddled body also had marks of severe torture on it.

Latif Baloch S/0 Allah Bakhsh was 18 years old. He was a shepherd and the eldest among his brothers and sisters. He was picked up by State security forces from his home during a military operation on 5th October, 2016. Since then his whereabouts were unknown until his mutilated body appeared in Absor,Turbat, District Kech’s headquarter. He was one of the six victims of enforced disappearances of Kolwah Operation. He had been missing for last 10 days. All the others are still missing

  2. Rashid s/o Murad
  3. Zubair s/o Nabi Dad
  4. Hassan s/o Karim Bakhsh
  5. Hassan s/o Kecho

Security forces are carrying out military operations in all over Balochistan for last one decade which has intensified after the announcement of 46bn USD project of China Pakistan Economic Corridor (CPEC). 25 military operations were carried out only in the month of October, 2016 resulting into a loss of more than 30 lives in all over Balochistan. We have published scores of reports about involvement of state forces in serious human rights violations which includes abduction, torture and killing of people in custody or during army operations. The media and human rights organization of Pakistan are criminally silent on this serious humanitarian issue.

We once again appeal to Human Rights Organizations to take notice of human rights situations in Balochistan. We have serious concerns about the lives of other 5 abductees who are still in the custody of State Forces.

Human Rights Council of Balochistan (Hakkpaan) is a non-profit and non-partisan human rights group based in Balochistan and Sweden. It collects reports from Balochistan, a region Pakistan government does not allow any media and HR group to visit and report. Human rights violations in Balochistan is not a new phenomenon, but it got its worst levels after the Military coup de tat of Pakistan in 1999. Thousands of Baloch have been reported missing, hundreds killed in fake encounters and so-called kill and dump policy of the military. HRCB collects the data from Balochistan itself, through its network of volunteers and supporters, organizes and reports them to the human rights mechanisms of the world.
