Balochistan: 90 Individuals Including Women Forcibly Disappeared and 19 Killings Documented in December 2025

In December 2025, Balochistan recorded 90 enforced disappearances, including five women. Seven teenagers and a 2-year-old were among the disappeared, and only a few have reappeared. Frontier Corps was responsible for most abductions, followed by other state authorities. Students were the largest group of victims, with most cases concentrated in Quetta and Kech. During the same period, 19 killings were reported, including two previously disappeared individuals, one abducted during the month, and one missing since November.

Enforced Disappearances

Of the total 90 enforced disappearances, eight cases were from previous months. Eighty-five victims were male, and five were female, with one woman released while the others remain missing. Only 25 of those taken have reappeared, while the majority continue to be unaccounted for.

The most common method of abduction was house raids (71 cases), followed by detentions (12 cases), summons to military camps (4 cases), and checkpoint abductions (3 cases). Frontier Corps (FC)  was responsible for the majority of cases (44), with intelligence agencies accounting for 26 and the Counter Terrorism Department (CTD)  for 19. while one case was attributed to the state-backed death squads.

Students formed the largest identifiable group of victims (27 cases), while the professions of  32 victims could not be confirmed. Other victims included laborers, farmers, housewives, shopkeepers, drivers, teachers, lecturers, medical personnel, government employees, and security staff.

Geographically, the majority of enforced disappearances were concentrated in Quetta (14 cases), Kech (13), and Khuzdar (11). Gwadar and Awaran also reported significant numbers. Also, regions like Dera Bugti and Hub, along with Karachi, Panjgur, Dera Ghazi Khan, Mastung, Chagai, Duki, and parts of Sindh recorded a small number of cases.

Cases:

December 01

  • Farzana Zehri, daughter of Muhammad Bakhsh Zehri, resident of Zehri, Khuzdar district, was forcibly disappeared while returning home from a hospital. She was taken by FC personnel, and her whereabouts have remained unknown since the incident.
  • Master Rafiq (son of Roshin, 50, teacher), his brother Khudadad (52, police constable), and Khudadad’s son Zubair, a student, all from Tijaban Singabad, Kech, were forcibly disappeared by CTD and FC personnel. Master Rafiq was taken from the Deputy Commissioner Office in Kech, while Khudadad and Zubair were abducted from Absar, Turbat. Master Rafiq and Zubair were released on 24 December; Khudadad remains disappeared.
  • Hilal Dad (24, student), son of Dad Allah, from Nizarabad, Tump, Kech, was forcibly disappeared from Manzor Plaza on Jan Muhammad Road, Quetta, by Military Intelligence and CTD personnel. He was released on 16 December.
  • Syed Ahmad Shah, a 22-year-old student of Balochistan University and son of Syed Zahir Shah from Chitkan, Panjgur, was forcibly disappeared from the university gate in Quetta by CTD and Military Intelligence personnel.

December 02

  • Qasim, son of Nabi Bakhsh, a fisherman, resident of Pasni, was forcibly disappeared after being publicly detained and taken away in a military vehicle by FC personnel.

December 03

  • Balach Khan, 36, son of Allah Bakhsh, lecturer at the University of Turbat, resident of Daki Bazar, Absar, Turbat, was forcibly disappeared from Salala Bazar, Absar, by FC. He was released on 05 December 2025.
  • Ali Nawaz, 20, son of Ali Bakhsh, oil depot owner, resident of Panwan Jiwani, Gwadar, was forcibly disappeared from Haji Shah Ali Village, Sharafi, Karachi, by CTD.
  • Naveed Qambrani, son of Muhammad Ramzan Qambrani, resident of Naal, Khuzdar, was forcibly disappeared from his hometown by CTD. His whereabouts remain unknown.

December 05

  • Shezad Munir, 20, son of Munir, student in his 4th semester at the University of Balochistan, resident of Herronk, Kech, was forcibly disappeared from Sabzal Road, Quetta, by CTD. He was released on 27 December 2025.
  • Hammal Qambrani, 17, son of Ghulam Abbas, student, resident of Killi Suhrab Khan Qambrani, Quetta, was forcibly disappeared from Dasht, Mastung, by CTD.

December 06

  • Hairbyar Baloch, 17, son of Muhammad Ishaq, student, and Afzal Baloch, 18, son of Mehrab Deen, student, residents of Killa Suhrab Khan Qambrani, Quetta, were forcibly disappeared by CTD.
  • Bebarg Qambrani, 25, son of Ghulam Abbas, driver, resident of Killa Suhrab Khan Qambrani, Quetta, was forcibly disappeared from the same area by CTD.
  • Noor Bakhsh, 21, son of Muhammad Bakhsh, labourer, resident of Killi Qambarani, Quetta, was forcibly disappeared from the same area by CTD and FC.
  • Noor Khan, 21, son of Nizar Muhammad, 6th semester student, resident of Dasht Kulach, Kech, was forcibly disappeared from Qandeel Plaza, Turbat, by MI. He was later released.

December 07

  • Rustum Khan, 30, son of Abdul Hadi Qambrani, government employee in urban planning, resident of Killi Qambrani, was forcibly disappeared from his home by CTD and MI. He was released on 16 December 2025.
  • Farooq Ibrahim, 29, son of Haji Ibrahim Kalmati, oil depot owner, resident of Panwan Jiwani, Gwadar, was forcibly disappeared from his home by FC accompanied by state-backed death squads. He was released on 28 December 2025.
  • Ali Dost Qambrani, 30, son of Noor Jan Qambrani, labourer; Ibrar Qambrani, 20, son of Jalil Ahmed Qambrani, student; and Aftab Baloch, 21, son of Muhammad Qadus, student, residents of Killi Qambrani, were forcibly disappeared from their homes by CTD. Ibrar Qambrani and Aftab Baloch were released on 16 December 2025, while Ali Dost Qambrani remains missing.

December 08

  • Nizam, 17, son of Hameed, labourer, resident of Faqeer Colony, Gwadar, was forcibly disappeared from the same area near GDA Park, by MI.

December 09

  • Rahima, 20, daughter of Mohammad Rahim, housewife, and Zubair Ahmed, 18, son of Mohammad Rahim, student, residents of Zahoor Colony, Dalbandhin, were forcibly disappeared during a raid by CTD.
  • Dr Rashid, 37, son of Barkat Ali, urologist surgeon, resident of Singabad Karki, Kech, was forcibly disappeared after being summoned to Quetta by CTD and subsequently taken by CTD and MI. He was released on 15 December 2025.
  • Saeed Muhammad, 49, son of Shahoo Baloch, shopkeeper, resident of Panwan Jiwani, Gwadar, was forcibly disappeared from Panwan Jiwani, Gwadar, by FC.

December 10

  • Irfan Hussain, 25, son of Heer Khan, student, resident of Goni Gresha; Basheer Ahmed, 20, son of Zheri Khan, driver; Arif Hambal, 28, son of Gajian, student, resident of Babuli Gresha; Zameer Ahmed, 21, son of Abdul Wahid, farmer; Zahoor Ahmed, 24, son of Fateh Khan, student; Zahid Ahmed, 27, son of Zheri Khan, student; and Abdul Malik, 24, son of Allah Bakhsh, FA student, resident of Kocha Gresha, were whisked away from the Bidrang Gresha areas of Khuzdar by FC.
  • Noroz Baloch, son of Ali Bakhsh, resident of Kelkor, Balgater, Kech, was abducted from the Kontani border area while working as a labourer by FC.

December 11

  • Shahnawaz, 20, son of Rehmat, labourer, and Javid Juma, 19, son of Juma Khan, student, residents of Haspakunri Gresha, Khuzdar, were forcibly disappeared during the same incident by FC. Shahnawaz was released on 16 December 2025, while Javid Juma remains missing.
  • Jalal Baloch, son of Ishaq, resident of Ginnah, Kech, was forcibly disappeared from his medical store in the Zor Bazar area of Turbat by MI.
  • Tufail, Jamshed, and Zohaib, along with at least four other individuals, residents of Jiwani Tehsil, Gwadar, were forcibly disappeared during military operations and house raids in the Sadiq Bazar, Kaldan, Gupta, and Garinwah areas by FC.
  • Saeed Ahmed, 21, son of Muhammad Akbar, cattle herder, resident of Killi Ghanjodoori, Mastung, was abducted from his home by FC and CTD.
  • Muhammad Hassan, son of Dushambay, a 45-year-old lawyer, resident of Dashti Bazar, Turbat, Kech, went missing after arriving at Karachi Airport. He was reportedly deported from Oman.

December 12

  • Waheed Baloch, son of Jan Khan, Zamyad driver, resident of Faisal Colony, Dalbandin, Chagai, was forcibly disappeared from his home by FC.

December 13

  • Khaleel, 27, son of Ahmed, Levies constable, resident of Panjgur, was forcibly disappeared in Panjgur by CTD and MI. His body was found hours later in the Chakul Kalag area.

December 16

  • Lal Jan, son of Noor Ali Bugti; Ali Abbas, son of Dadan Bugti; and Arbab Ali, son of Soori Bugti, residents of Bugti Colony, Sui town, were picked up by CTD personnel, reportedly operating under ISI.

December 17

  • Shafiq Ur Rehman, 45, son of Abdul Rasool, teacher, resident of Zehri, Khuzdar, was forcibly disappeared from the PRC Recovery Center on Adalat Road, Hub Chowki, by MI. He was released on 23 December 2025.
  • Yasir, 32, son of Muhammad Husain, shopkeeper, resident of Khudabadan, Panjgur, was abducted from his shop in Chitkan Bazar, Panjgur, by a state-backed Death Squad.
  • Noor Baksh, 50, son of Mayar, resident of Khairabad, Kech, was forcibly disappeared from D Baloch, Turbat, by FC.
  • Meer Shahid and Meer Ashraf, sons of Meer Murad Bakhsh, residents of Shadi Kour, Pasni, whisked away from their home by FC.
  • Wallu, Rasool Bakhsh, and Dadu, sons of Nokhaf Bugti, along with Bangal Bugti, shepherds and farmers from the Dadha area of Khordan, Dera Bugti, were taken away during raids carried out by FC personnel.

December 18

  • Hazra, daughter of Atta Muhammad, a 27-year-old housewife, and her two-year-old son Brahmdag, residents of Zehri Goth near Daroo Hotel, Hub, were taken into custody from their home by FC and ISI personnel. Both were released on December 20.

December 19

  • Fareed, son of Ijaz, a 17-year-old student and resident of Singabad Karki, Kech, was abducted from FC Camp Tejaban, Kech, by FC, CTD, and ISI personnel.
  • Amir, son of Jasom Walidad, a 17-year-old student and resident of Balochabad Mand, Kech, was forcibly disappeared from 8 Chowk, Lyari, Karachi, by MI and CTD personnel.

December 20

  • Babul Shahwani, son of Kashmir, a 22-year-old nursing student and resident of Chiltan Gali, Saryab, Quetta, was abducted near Sheikh Zahid Hospital, Quetta, by CTD personnel.
  • Hani, daughter of Dilwash, a 27-year-old housewife who was eight months pregnant, and Hair Nisa, daughter of Wahid, a 17-year-old student, residents of Gangee Goth near Daroo Hotel, Hub Chowki, were forcibly disappeared from their locality by FC, CTD, and ISI personnel.
  • Ghulam Mohiuddin, son of Mola Bakhsh, a 22-year-old resident of Chaltan Gali, Saryab, Quetta, was taken into custody from his home by CTD personnel.

December 23

  • Mujahid, son of Dilwash, an 18-year-old student and resident of Karki Tejaban, Kech, was picked up from Karki Tejaban, Kech, by CTD and MI.
  • Zakir Baloch, son of Taj Muhammad, a 24-year-old student and resident of Labour Colony on Brewery Road, Quetta, was taken away during a raid from his home by CTD.

December 24

  • Two brothers, Shahoor Ahmed, 24, an agriculture employee, and Hamees Ahmed, 21, a shopkeeper, sons of Jan Muhammad and residents of Tasp, Panjgur, were abducted from their home by FC personnel.

December 26

  • Muhammad Iqbal Marri, 28, a labourer, son of Nawab Khan and resident near the Hann River, Barkhan, was picked up from outside the Session Court in Rakni, Barkhan, by MI personnel.
  • Amjid Ali, 24, a labourer, son of Muhammad Sultan and resident of Dasht Jalabgandan, Mastung, was taken away from the FC cantonment in Kolpur, Mastung, by FC personnel.

December 27

  • Ganj Bakhsh, son of Miran, and his brother-in-law Baqi Baloch, son of Imam Bakhsh, residents of Zeek, Geshkore were forcibly disappeared while traveling in a Zamyad vehicle in Garradi by FC personnel.

December 30

  • Hamdan, a student and native of Dasht, Kech, son of Muhammad Ali, was picked up from his residence in Rehksar, Karachi, by intelligence agencies.
  • Abdul Sattar, son of Muhammad; Halil Ahmed, son of Jam Khan; Elahi Bakhsh, son of Wali; Akbar Aslam; Jamal Aslam; Hada Bakhsh, son of Aslam; Aslam, son of Bohir; Muhammad Bakhdal; and Muhammad Alam were taken away from different locations in the Jhao area of Awaran by FC personnel during a military operation.

December 31

  • Yasir Nasir, son of Nasir Baloch, was taken away from the Gowak area of Mand, Kech, following a raid by FC personnel.

Undocumented Cases from Previous Months:

June 04

  • Muhammad Anwar, 44, a farmer, and his son Muhammad Fareed, 20, a student, sons of Muhammad Anwar and residents of Killi Safar Ali Jangle, Duki, were taken away by CTD and FC personnel. Muhammad Anwar was seized from a mosque near his home, while Muhammad Fareed was picked up from their residence.

September 05

  • Rizwan, 17, a student, son of Ali Musa and resident of Kahn Zangi Essai, Panjgur, was abducted from Dasht Kapkapar, Kech, by FC personnel.

November 02

  • Dawood Baloch and Usman Baloch, sons of Peer Muhammad, and Hakim Majeed Baloch, son of Abdul Majeed Baloch, all students and residents of Dera Ghazi Khan, were detained and taken to undisclosed locations by MI and CTD personnel. Dawood Baloch and Usman Baloch were seized from Bhutta Colony, while Hakim Majeed Baloch was taken from Model Town.

November 20

  • Zubair, 29, a religious teacher, son of Murad Khan and resident of Saleh Abad, Khuzdar, was picked up from Luckpass, Quetta, by FC personnel.

November 25

  • Abdul Sattar, 27, son of Muhammad Shareef, and Abdul Salam, 26, son of Shahbaz Khan, farmers and residents of Mangochar, Kalat, were taken away from Sukkar, Sindh, by Rangers personnel.

 

Killings

In December 2025, a total of 19 killings were documented across Balochistan, including 18 men and one woman. The identities of two victims could not be confirmed.

The killings took place through multiple methods. Seven victims’ bodies were discovered, five were killed in drone strikes, and three were targeted assassinations. Additionally, two victims were killed in custody of the forces, and two women fell victim to honor killings.

Perpetrators were identified in only some cases. Frontier Corps was responsible for five killings, while death squads, intelligence agencies, and the Balochistan Liberation Front (BLF) each accounted for one. The perpetrators in the remaining 11 cases remain unknown.

Geographically, killings were concentrated in Kalat (8 cases). Hub, Khuzdar, Washuk, Panjgur, and Kech each reported two incidents, while one killing occurred in Iran.

 

Detailed Classification of Incidents

1- Extrajudicial Killing of Victims of Enforced Disappearance:

December 4:

  • Abdul Wahab, son of Abdul Hakeem, a resident of Paroom Panjgur, was forcibly disappeared by state-backed death squads in November 2025, and his dead body was discovered in Pullabad area of Panjgur.

December 13:

  • Khalil, son of Ahmed (27), a resident of Panjgur, was forcibly disappeared by CTD and MI. His dead body was found hours later in Chakul Kallag, Panjgur.

2- Target Killings: 

 December 14:

  • Muhammad Naeem, son of Muhammad Yaqoob, a resident of Khairabad, Kech, was shot by armed men on a motorcycle in Khairabad, Kech.

December 16: 

  • Samidullah, son of Niaz Muhammad, a resident of Paroom Panjgur, was killed by armed men on a motorcycle in Shamsar area of western Balochistan, where he has been living as a refugee.

3- Killings by Separatist Groups:

 14 December:

  • Rahmdil, son of Fazal, a resident of Daaki Bazar, Absar, Kech, was shot dead in Research Farm Absar. BLF later claimed responsibility for the killing, alleging that he was working as an informant.

4- Discovered Dead Bodies:

4 December:

  • The bodies of three individuals were discovered from Badrang area of Khaliqabad. The victims were identified as Khuda Bakhsh, from Johan, Zahoor Ahmed, from Khaliqabad, and Barkat Khan, from Kashan
  • The body of Shahzeb, son of Muhammad Aslam, a resident of Sadiqabad Zehri, Khuzdar, was discovered on the roadside near a football ground in Zehri, Khuzdar.

December 28: 

  • The bodies of two individuals were discovered in Basima, Washuk district. Both were shot dead. The identities remain unknown.
  • The bullet-riddled body of Shakeel Ahmed, son of Bashir Ahmed, was found near a madrasa in Waheer area of Wadh, Khuzdar.

5- Honor Killings:

8 December:

  • The bodies of Youran (40), son of Windar alias Bahram, and Bakhtawar, 22. Both had been shot. The woman’s husband, Bilal, son of Somar, reportedly killed both before fleeing.

6- Drone Strike on BLF Members

  • On December 25, a drone strike in Kalat reportedly killed five individuals identified as members of the Balochistan Liberation Front. The deceased were Abdul Ahad Dehwar of Kali Kariz, Mastung; Israr Ahmed of Gargina, Mastung; Shoaib Ahmed of Jiwa, Khuzdar; Obaidullah Siyapad of Kharan; and Faisal Badini, also from Kharan.

Other Incidents

Civilians Injured in Firing and Shelling by Pakistani Forces

Several civilians, including women and children, were injured in separate incidents involving firing and shelling by Pakistani forces across Balochistan in December 2025. In Panjgur district, Durdana, a 22-year-old resident of Sahaky–Balgetar village, was seriously injured due to direct firing by the Frontier Corps in the late afternoon of December 8 while she was inside her home. She was taken to the District Headquarters Hospital in Kech and later referred to Karachi due to inadequate medical facilities.

In another incident in Panjgur, rockets fired from a Pakistani forces post in the Chitkan area on the night of December 2 struck a residential house, seriously injuring four civilians, including two children. Among the injured was four-year-old Manahil Zafar, who was taken to a hospital for treatment.

Separately, in Awaran district, at least seven civilians, including women and children, were injured on December 12 after mortar shells fired by Pakistani forces struck residential houses. Eyewitnesses reported that multiple shells hit several homes, and the injured were transported to hospitals, with some reported to be in critical condition.

Mahzeb Baloch Barred from Holding Press Conference

On December 18, Mahzeb Baloch, niece of Rashid Hussain, a victim of enforced disappearance was prevented from holding a press conference to protest her father’s enforced disappearance. She stated that the Lasbela Press Club was locked, and police were deployed to stop the event. Authorities allegedly threatened to arrest participants under the 3MPO if they attempted to address the media elsewhere.

Internet Services Suspended in Quetta Following Section 144

Internet services in Quetta were initially partially suspended and later throttled following the imposition of Section 144, severely affecting connectivity and causing significant difficulties for residents.

 

HRCB

Human Rights Council of Balochistan (Hakkpaan) is a non-profit and non-partisan human rights group based in Balochistan and Sweden. It collects reports from Balochistan, a region Pakistan government does not allow any media and HR group to visit and report. Human rights violations in Balochistan is not a new phenomenon, but it got its worst levels after the Military coup de tat of Pakistan in 1999. Thousands of Baloch have been reported missing, hundreds killed in fake encounters and so-called kill and dump policy of the military. HRCB collects the data from Balochistan itself, through its network of volunteers and supporters, organizes and reports them to the human rights mechanisms of the world.
