Balochistan: 63 forcibly disappeared, 21 killed, 31 released in December 2018

Security forces forcibly disappeared 63 persons from Kech, Chagai, Gwadar, Khuzdar, Nushki, Quetta, Awaran, Panjgur and Pishin districts of Balochistan during the month of December 2018, according to partial details received by Baloch Human Rights Organization and Human Rights Council of Balochistan.

On 05 December, the central leaders of Baloch Students Organisation (BSO) were abducted by security forces and personnel of intelligence agencies in Quetta, capital city of Balochistan. Mr. Zareef Rind (Central Chairman), Changaiz Baloch (General Secretary) and Aurangzaib Baloch (Information Secretary) of the organization were abducted soon after they finished their protest rally, which was organized to demand safe release of Jeand Baloch, their fellow student who was abducted by security forces from his house. Father and brother of Jeand were also abducted and after several days of illegal detention Jeand’s father was released but Jeand is still missing. However, Karachi Police involved Hasnain in a fake case and claimed, during a press brief, that he was arrested on January 11, 2019 from Karachi and presented him as a terrorist who facilitate the terrorist who attacked Chinese Embassy in Karachi.

Later on, Zareef Rind, Changez Baloch and Aurangzeb were released in January 2019 while Jeand Baloch still remains missing.

On 02 December, forces raided on a house in Nayabad area of Gwadar, tortured women and children and abducted Siddiq Abdul Rehman, a resident of Dasht District Kech.

On 03 December, forces abducted Fida Akbar from Gayab area of Mand district Kech.

On 05 December, security forces along with personnel of intelligence agencies sieged Koshk area of Khuzdar and abducted Saifullah Yaqoob Mengal.

Separately, on the same day, a student Asif s/o Eid Mohammad was abducted by personnel of Frontier Corps and intelligence agencies from Dalbandin city of district Chaghi.

In another incident, forces raided a house in Kulanch area of Gwadar on December 5 and abducted Abdul Hakim Abdul Majeed. According to the locals, Abdul Hakim was once affiliated with an armed nationalist group and later surrendered before the forces. Abdul Hakim‘s father Abdul Majeed was also abducted by the forces almost a year ago and his whereabouts are still unknown.

On 07 December, Fida Mohammad Sultan Mohammad Mengal was abducted by security forces and personnel of intelligence agencies in Nushki Balochistan.

On 09 December, forces raided a house in Koh Dagaar area of Mand district Kech and abducted two brothers, Halim Abdul Rehman and Khalil Abdul Rehman.

On 10 December, security forces abducted a youth, Bashir Ahmed s/o Hamza, resident of Sholeeg Dasht District Kech, from Gwadar, the town hosts the popular deep-sea port, part of China Pakistan Economic Corridor, a multi-billion China Pakistan economic project. He was abducted from a military check post when he was on his way to Gwadar.

Security forces abducted seventy years old, Murad Jan, aka Shikari from his house in Gawak village of Mand, district Kech on 10 December 2018. He then reappeared on 16 December 2018, after being tortured by the forces.

Dr. Sheikh Imran Khalil was abducted by unknown gunmen on 13 December 2018 in Quetta, the capital city of Balochistan.

On 17 December 2018, security forces abducted Dildar Qadir Dad and Sudir Ghamshad from Malar area of district Awaran. Ghamshad, father of the abducted Sudir was abducted by security forces from a military check post on 19 December, when he was travelling back from Karachi. 

Dildar and Sudir were abducted during a raid on the house of their relative, Aslam Baloch, a nationalist leader.

On 19 December 2018, forces raided house of Naseer Ahmed in Gwadar and forcefully disappeared his son, Naveed.

Security forces forcefully disappeared 63 persons during December 2018 in raids and from military check posts installed all over Balochistan, many check posts are schools turned into military garrisons. In some cases security forces surrounds whole areas and line up all the men while they search every house embarrassing the women and children and looting the valuables of the houses.

In some cases of enforced disappearances security forces have been accompanied by members of religious extremist groups commonly known as Death Squad in Balochistan. In Gramkhan area of district Panjgur on 25th December 2018, forces accompanied by local death squad members raided on Zafar Zareef’s residence and abducted him. Many such cases of forceful disappearances have come to light over the span of last ten years.    

During December 2018 forces released 31 previously abducted persons as well. In which 5 civilians were abducted during the same month while others were abducted earlier.

Ghalib Lal Bakhsh was abducted on 20 October 2018 and has been missing since last five years. He was released by security forces from Kech on 12 December 2018.

Mohammad Sadiq s/o Ahmed was abducted five years ago and had been missing till he reached home on 12 December 2018.

Baqi Zabad, resident of Keelkor, was abducted by security forces during a military operation on 15 April 2018 in Panjgur area of Balochistan. He reappeared on 13 December 2018 and reached home after more than seven months of disappearance.

Eleven persons were shot killed by unknown gunmen in different parts of Balochistan during the month. Nationalists of the region often blame military to arm the criminals, operate on behalf of the military, abducting and killing the sympathizers of the nationalists. In one case, military brought back a man in a coffin who was abducted by unknown gunmen in Awaran district of Balochistan.

Dilawar Shahmir was abducted by security forces and Death Squad fanatics from a volleyball ground in his hometown of Konshkalat, Tump district Kech on 26th November 2018. He was then handed over to his family with injuries sustained during extreme torture on 04th December 2018. His family members tried to rush him to a hospital but Dilawar succumbed to his injuries and died before reaching the hospital.

On 29 December 2018, four persons, two men and two women were shot killed in Jaffarabad region of Balochistan. Locals say the tribe and people claimed the incident is an act honor killings.

A 14 years old boy, Abdulla Wahid Bakhsh was killed in firing of Irani border forces and his dead body was handed over to the local civil hospital.

A dead body was found in Kohla Phatek area of Quetta on 07 December 2018. The deceased was later identified as 35 years old Sanaullah Shamsuddin resident of Swat.

On 8December, unknown gunmen barged into a residence in Naseerabad district and opened fire. During the incident a female Darya Khatoon and Arz Mohammad were killed while three others got injured during the incident.

Thousands have gone missing in Balochistan since early 2000’s. Hundreds of the missing persons, allegedly abducted by Pakistan military, were later found dead.

Family members of hundreds of missing persons are on sit-in protest in Quetta, capital of Balochistan to demand the safe release of their loved ones and in case of a criminal offence demanding the fundamental right of a fair trial for their loved ones.

Human Rights Council of Balochistan (Hakkpaan) is a non-profit and non-partisan human rights group based in Balochistan and Sweden. It collects reports from Balochistan, a region Pakistan government does not allow any media and HR group to visit and report. Human rights violations in Balochistan is not a new phenomenon, but it got its worst levels after the Military coup de tat of Pakistan in 1999. Thousands of Baloch have been reported missing, hundreds killed in fake encounters and so-called kill and dump policy of the military. HRCB collects the data from Balochistan itself, through its network of volunteers and supporters, organizes and reports them to the human rights mechanisms of the world.
